2019-2020 The Collective is Established
- The superintendents, known as The Collective, formed the Southland Career and Technical Education Center (SCTEC). The superintendents represented Bloom Township HS Dist. 206, Homewood-Flossmoor HS District 233, Rich Township HS District 227, Southland Career Preparation HS & Elementary Dist. 162, SPEED Special Education Joint Agreement (SEJA) Dist. 802, & Prairie State College Dist. 515.
2020-2021 Shaping the Vision

Letters of support secured to plan and develop the SCTEC.
Regional, state and global Labor Market Information gathered to help determine SCTEC program offerings.
More than 50 informational presentations delivered to share SCTEC project goals and progress. Weekly Zoom meetings held by The Collective and Working Group.
2021-2022 Informing the Community

SCTEC-specific Informational materials created, including white paper, PowerPoint, executive summary and website.
Advisory committee scope, roles and guidelines established.
Logistics & Supply Chain Management Program added to SCTEC course options.
April 2022 Project Submitted to ISBE

Step 1 Document of Intent Proposal submitted to the Illinois State Board of Education (ISBE) for new area career center.
Two FY2023 Community Project Proposals submitted for funding to Illinois Cong. Robin L. Kelly (2nd Dist.) to support the SCTEC.
May 2022 ISBE Authorizes Center
- ISBE’s authorizing letter received for districts to proceed in developing an area career center through Step Two.
Dec. 2022 Education Dep. Awards Funding

Advisory Councils established for each program.
Project awarded $1.74 million Community Project Grant from the U.S.
Department of Education. Cong. Kelly’s office notified SCTEC of grant to plan and design elements of the career center.
Jan. 2023 Step 2 Proposal Approved

Submitted Step 2 Program and Facility Needs Plan Proposal to ISBE for approval.
Step 2 proposal approved by ISBE to continue career center development through Step 3.
Sept. 2023 Grant Request Submitted
- Submitted Exelon STEM Urban Agriculture Lab grant to pilot SCTEC Urban Agriculture Program at Rich Township High School.
Oct. 2023 Architect Selected
- Selected SCTEC Architect: ARCON Associates & Ubl Design Group
